Elevated moisture levels may result in excessive absorption of moisture by the tissues, rendering them fragile and susceptible to tearing.

Three primary procedures are required in the production of tissue paper: pulping, pressing, and converting. While similar to paper manufacturing, special attention is given to ensuring the softness and thickness of the tissue paper. Initially, paper pulp is created from wood fibers or recycled materials.
